(California, for context, spends <a href=\"https:\/\/view.publitas.com\/ca-arts-council\/california-arts-council-2015-16-annual-report\/page\/4-5\">$12 million<\/a> on the arts.)<\/p>\n<p>But the opera company\u2019s handicapping, which began with the 2016\u201317 season, <a href=\"http:\/\/www.musicalamerica.com\/mablogs\/?p=37599\">drastically narrows the chances for Bavarians outside Munich to buy seats below \u20ac100 to Staatsoper performances in heavy demand<\/a>.
